The seminar was chaired by Professor Ahimsa Campos-Arceiz of Southeast Asia Biodiversity Research Institute, Chinese Academy of Sciences. Professor Peter Herrmann (a researcher of CSU Human Rights Center), Mehmet Okyayuz (a professor of political science at Middle East Technical University, Turkey), Ant\u00f3nio Duarte (a professor of psychology at the University of Lisbon, Portugal), Associate Professor Li Juan (a researcher of CSU Human Rights Center), Joe Finnerty (a social policy analyst, School of Applied Social Studies, University College Cork, Republic of Ireland) and Ewa Spasowski (a human rights expert and former UN human rights officer in Uganda and Switzerland) participated in the discussion, and they shared, reported and supplemented some corresponding views. This seminar centered on Eco-environmental protection and animal rights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Based on his expertise and research background in ecology, Prof. Ahimsa Campos-Arceiz presented the mechanisms by which elephants, the world\u2019s largest terrestrial animal, interact with ecosystems, and their population conflicts with humans. In his view, if human-elephant conflict cannot be reduced, there is no future for elephants and any other species that may have potential conflicts with humans. On the one hand, people make efforts to increase the elephant population to avoid its endangerment; On the other hand, more elephants mean more humans at risk of being attacked and killed. In the context of human rights, conservation of biodiversity is a complex and difficult subject, so we should think how to protect species without burdening local communities. He mentioned that in the past few years, there have been some not-so-fair incidents of people from indigenous communities being forced to leave their homes. Some radical non-governmental organizations (especially in Africa and India) attempt to make a big deal out of opposing policies to conserve species.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People wish to provide the best path for the conservation of humans and other creatures, but the reality is that the conservation of both requires compromises. In addition, there are some very unique animals that are intelligent and sentient &#8212; do gorillas and elephants have \u201chuman rights\u201d? Just a river in New Zealand (the Whanganui River) has also been given \u201chuman rights\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With regard to the northward movement of Yunnan elephants and human\u2019s responses mentioned by Associate Professor Lijuan, Prof. Ahimsa Campos-Arceiz noticed that due to drought and lack of food, the elephants may move into densely populated areas during their migration. It is commendable that the Chinese government has taken timely and effective measures to respond on the migration of the Yunnan elephants, and that the community has been concerned about the safety of the herds. Fifty years ago, anywhere in the world, humans tended to kill elephants to avoid economic costs. In the current China, we have seen thousands of vehicles, drones and staff arranged by the Chinese government to guide the herds and avoid human-elephant conflicts while successfully guiding the migration. He emphasized goodwill alone is not enough and that good conservation policies are required to avoid the complex task of placing animals in unsuitable environments and causing great damage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prof. Ant\u00f3nio Duarte raised the issue of animal rights in the context of the human-elephant bond. Prof. Ahimsa Campos-Arceiz argued that elephants play a very distinctive role in Asian cultures. People are highly tolerant of their activities, avoid conflicts with them but at the same time don\u2019t want to have them in their community. However, as natural habitats overlap more with human gatherings and legal protections become improved, the likelihood that elephants will move freely into human communities increases, people\u2019s willingness to avoid conflict with elephants erodes. So many people believe that the authorities are more concerned about the elephants than the inhabitants. People support environmental and ecological conservation &#8212; protecting tigers, elephants and rainforests &#8211; because there is no price to pay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to Professor Mehmet Okyayuz\u2019s question on \u201cwhether there is a theoretical field and a platform for scholars to discuss this topic in the context of human rights\u201d, Professor Ahimsa Campos-Arceiz introduced a specialized platform belonging to the United Nations system &#8212; The International Union for the Conservation of Nature (IUCN), which has a dedicated \u201cHuman-Wildlife Conflict &amp;Coexistence Specialist Group\u201d. He mentioned that human rights issues are not being raised very explicitly at the moment, and that main issues dealt with are how to protect elephants and protect people from elephants. The questions of how to coexist and how to draw the boundaries of human tolerance are very pressing, while human rights are not discussed much. In the past period, some commissions have been horrified by allegations of human rights violations due to the protection of elephants or rhinoceroses, and this may be a better entry point.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prof. Peter Herrmann commented on the relationship between humans and wildlife as a multi-stage, multi-layered process in which the once coexisting model had been completely destroyed, a view shared by Prof. Ahimsa Campos-Arceiz. He pointed out that hundreds of years ago, human lifestyles prevented conflicts with wildlife such as elephants and tigers, and that this interaction has been completely changed with the development of human society. The question is how consensus should be reached in the future. In response to Prof. Peter Herrmann\u2019s further observation that \u201cpeople have to balance the system against their own interests\u201d, Prof. Ahimsa Campos-Arceiz argued that in some sparsely populated islands, maintaining an average per capita consumption of resources doesn\u2019t seem to cause a big problem. Compromises are needed in order to create a balance between human\u2019s good life and the ecosystem. Human rights are a red line that will play a role in a series of negotiations and compromises. Human\u2019s existence will be short, and we will eventually be gone as we came.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the forms of realization of animal rights, Professor Ahimsa Campos-Arceiz proposed that rivers, trees or elephants can\u2019t participate in this discussion as \u201crepresentatives\u201d, and that it is necessary for human beings to participate from the standpoint of legitimate rights. In the face of many hypothetical discussions about \u201chumans not having the final say\u201d, he asserted that humans do have many rights, and that there is no need to change this; what needs to be thought about is how to exercise those rights. For humans, the future will be better than the past, and our lives and the world will be improved. Prof. Ant\u00f3nio Duarte believed that children\u2019s rights face the same problem, namely, that children, like animals, are in a situation where they can\u2019t participate in negotiations. On the other hand, it should be taken into account that non-human biological rights are also human rights, which means that humans have the right to protect the rights of other organisms in our ecosystems. And the idea of \u201ccompassionate protection\u201d (organisms have the right to be protected from suffering due to human intervention) once existed for a while. But he preferred to emphasize the population perspective rather than the individual perspective of \u201ccompassionate conservation\u201d, that is, the right to ensure their survival ( the population is sustainable, capable of reproducing and surviving in the long term) as the most important right. New Zealand has debated at length how to grant rights to natural ecosystems, and insists that rivers have \u201chuman rights\u201d. Regardless of the complexity and implementation of the law, at least the cleanliness of rivers and normal water circulation should be guaranteed, and to maintain things in good condition is the most basic requirement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2024\u5e7410\u670825\u65e5\uff0cHRUG\u5b9a\u671f\u7814\u8ba8\u4f1a\u4e4b\u201c\u9002\u8db3\u4f4f\u623f\u6743\u4e0e\u652f\u914d\u6027\u4e1a\u4e3b\u5360\u6709\u6743\u201d\u4e3b\u9898\u4f1a\u8bae\u987a\u5229\u53ec\u5f00\u3002\u672c\u6b21\u4f1a\u8bae\u7531\u7231\u5c14\u5170\u56fd\u7acb\u79d1\u514b\u5927\u5b66\u5e94\u7528\u793e\u4f1a\u7814\u7a76\u5b66\u9662\u653f\u7b56\u5206\u6790\u5bb6Joe Finnerty\u4e3b\u8bb2\uff0c\u571f\u8033\u5176\u4e2d\u4e1c\u79d1\u6280\u5927\u5b66\u653f\u6cbb\u5b66Mehmet Okyayuz\u6559\u6388\u4e3b\u6301\uff0c\u4e2d\u5357\u5927\u5b66\u4eba\u6743\u7814\u7a76\u4e2d\u5fc3\u7814\u7a76\u5458Peter Can G\u00fcrcan\u526f\u6559\u6388\u53c2\u4e0e\u8ba8\u8bba\u3002\u4f1a\u8bae\u805a\u7126\u4e8e\u9002\u8db3\u4f4f\u623f\u6743\uff0c\u6df1\u5165\u5bf9\u6bd4\u6b27\u6d32\u4e0e\u4e2d\u56fd\u7684\u4f4f\u623f\u5236\u5ea6\uff0c\u63a2\u8ba8\u4f4f\u623f\u4e0e\u4eba\u6743\u7684\u7d27\u5bc6\u8054\u7cfb\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>Joe Finnerty\u8be6\u7ec6\u9610\u8ff0\u4ed6\u57282024\u5e74\u4e2d\u6b27\u4eba\u6743\u7814\u8ba8\u4f1a\u4e0a\u5173\u4e8e\u9002\u8db3\u4f4f\u623f\u6743\u7684\u4e3b\u9898\u53d1\u8a00\uff0c\u5f3a\u8c03\u9002\u8db3\u4f4f\u623f\u6743\u4f5c\u4e3a\u57fa\u672c\u4eba\u6743\u7684\u91cd\u8981\u6027\u3002\u4ed6\u6307\u51fa\uff0c\u8fc7\u53bb\u51e0\u5341\u5e74\u95f4\uff0c\u4f4f\u623f\u5e02\u573a\u7ecf\u5386\u4e86\u4ece\u516c\u5171\u4f4f\u623f\u4f9b\u5e94\u4e3a\u4e3b\u5230\u91d1\u878d\u5316\u548c\u6295\u673a\u6027\u5e02\u573a\u7684\u91cd\u5927\u8f6c\u53d8\uff0c\u8fd9\u4e00\u8fc7\u7a0b\u52a0\u5267\u4e86\u5168\u7403\u57ce\u5e02\u4e2d\u5fc3\u533a\u4f4f\u623f\u7684\u4e0d\u53ef\u8d1f\u62c5\u6027\uff0c\u589e\u52a0\u4e86\u5bb6\u5ead\u7684\u4e0d\u7a33\u5b9a\u6027\uff0c\u5e76\u52a0\u6df1\u4e86\u8d22\u5bcc\u4e0d\u5e73\u7b49\u3002\u4e3a\u89e3\u51b3\u8fd9\u4e00\u95ee\u9898\uff0c\u4ed6\u63d0\u51fa\u6062\u590d\u793e\u4f1a\u4f4f\u623f\u8ba1\u5212\u3001\u6539\u9769\u57ce\u5e02\u53d1\u5c55\u548c\u571f\u5730\u7ba1\u7406\u5236\u5ea6\uff0c\u4ee5\u53ca\u589e\u5f3a\u5bf9\u4f4f\u623f\u4eba\u6743\u7684\u8ba4\u8bc6\u548c\u627f\u8bfa\u7b49\u5bf9\u7b56\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>\u5728\u8bc4\u8bae\u73af\u8282\uff0cIlknur Dede\u5173\u6ce8\u5230\u519c\u6751\u5730\u533a\u5c45\u6c11\u5728\u83b7\u53d6\u5b89\u5168\u4f4f\u623f\u65b9\u9762\u9762\u4e34\u7684\u56f0\u5883\uff0cJoe Finnerty\u5bf9\u6b64\u8868\u793a\u8d5e\u540c\uff0c\u5e76\u6307\u51fa\u519c\u6751\u65e0\u5bb6\u53ef\u5f52\u8005\u5f80\u5f80\u88ab\u5ffd\u89c6\u3002Peter Herrmann\u5219\u5c31\u9002\u8db3\u4f4f\u623f\u6743\u7684\u5b9a\u4e49\u548c\u4f4f\u623f\u8d28\u91cf\u7684\u5dee\u5f02\u63d0\u51fa\u4e86\u7591\u95ee\uff0cJoe Finnerty\u56de\u5e94\u79f0\uff0c\u9002\u8db3\u4f4f\u623f\u6743\u4e0e\u5176\u4ed6\u6982\u5ff5\u5b58\u5728\u533a\u5206\uff0c\u4e14\u4f4f\u623f\u8d28\u91cf\u56e0\u5bb6\u5ead\u8d22\u52a1\u72b6\u51b5\u800c\u5f02\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>Mehmet Okyayuz\u89c2\u5bdf\u5230\uff0c\u56fd\u5bb6\u8d8a\u5bcc\u88d5\uff0c\u4e3a\u793e\u4f1a\u4f4f\u623f\u6240\u505a\u7684\u52aa\u529b\u53cd\u800c\u8d8a\u5c11\uff0c\u5e76\u5f15\u5165\u798f\u5229\u56fd\u5bb6\u7684\u8bdd\u9898\u3002Joe Finnerty\u8ba4\u4e3a\uff0c\u798f\u5229\u56fd\u5bb6\u80fd\u591f\u7f13\u89e3\u8d44\u672c\u8fc7\u5269\uff0c\u4fc3\u8fdb\u536b\u751f\u653f\u7b56\u7684\u53d1\u5c55\uff0c\u4f4f\u623f\u653f\u7b56\u4e5f\u80fd\u5728\u89e3\u51b3\u4f4f\u623f\u53ef\u8d1f\u62c5\u6027\u3001\u8d28\u91cf\u548c\u53ef\u83b7\u5f97\u6027\u65b9\u9762\u53d1\u6325\u91cd\u8981\u4f5c\u7528\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>\u9ece\u5a1f\u5bf9\u6bd4\u82f1\u56fd\u4e0e\u4e2d\u56fd\u623f\u5730\u4ea7\u5e02\u573a\u7684\u663e\u8457\u5dee\u5f02\uff0c\u6307\u51fa\u82f1\u56fd\u5b66\u751f\u666e\u904d\u9762\u4e34\u9ad8\u6602\u623f\u79df\u95ee\u9898\uff0c\u5728\u4e2d\u56fd\uff0c\u5927\u57ce\u5e02\u5982\u5317\u4eac\u7684\u623f\u4ef7\u9ad8\u6602\u8f83\u4e3a\u7a81\u51fa\uff0c\u4f46\u591a\u6570\u5730\u533a\u623f\u4ef7\u5c1a\u5c5e\u5408\u7406\uff0c\u79df\u623f\u4ef7\u683c\u4e5f\u6bd4\u8f83\u4eb2\u6c11\uff0c\u8fd9\u4e3b\u8981\u662f\u7531\u4e8e\u4e2d\u56fd\u571f\u5730\u516c\u6709\u5236\u53ca\u8fd1\u51e0\u5341\u5e74\u5feb\u901f\u7684\u57ce\u5e02\u5316\u8fdb\u7a0b\u6240\u81f4\uff0c\u4f7f\u5f97\u5927\u91cf\u96c6\u4f53\u571f\u5730\u88ab\u5f81\u7528\u4ee5\u5efa\u9020\u623f\u5c4b\uff0c\u4f9b\u9700\u76f8\u5bf9\u5e73\u8861\u3002\u5979\u5f3a\u8c03\uff0c\u4e2d\u56fd\u571f\u5730\u6240\u6709\u6743\u5236\u5ea6\u7684\u6539\u9769\u548c\u57ce\u5e02\u5316\u8fdb\u7a0b\u4e0e\u82f1\u56fd\u7684\u571f\u5730\u79c1\u6709\u5236\u5f62\u6210\u9c9c\u660e\u5bf9\u6bd4\uff0c\u5bfc\u81f4\u4e86\u4e0d\u540c\u7684\u623f\u5730\u4ea7\u5e02\u573a\u52a8\u6001\u3002\u6b64\u5916\uff0c\u5979\u8fd8\u8ba8\u8bba\u5230\u6237\u7c4d\u5236\u5ea6\u7684\u53d8\u5316\uff0c\u6307\u51fa\u968f\u7740\u4e2d\u56fd\u7ecf\u6d4e\u7684\u53d1\u5c55\uff0c\u8be5\u5236\u5ea6\u5bf9\u4eba\u53e3\u6d41\u52a8\u7684\u5f71\u54cd\u6b63\u5728\u51cf\u5f31\u3002<\/p>\n\n\n\n<p Herrmann\u5219\u5f3a\u8c03\u571f\u5730\u653f\u7b56\u3001\u4f4f\u623f\u5f00\u53d1\u548c\u793e\u533a\u89c4\u5212\u7b49\u4f4f\u623f\u653f\u7b56\u7684\u591a\u4e2a\u5c42\u9762\uff0c\u4ee5\u53ca\u653f\u7b56\u5728\u4f4f\u623f\u53d1\u5c55\u8fc7\u7a0b\u4e2d\u7684\u5e72\u9884\u4f5c\u7528\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>Efe Can G\u00fcrcan\u63d0\u51fa\u65b0\u81ea\u7531\u4e3b\u4e49\u5728\u6b27\u6d32\u4f4f\u623f\u653f\u7b56\u4e2d\u7684\u4f5c\u7528\uff0c\u4ee5\u53ca\u4e2d\u56fd\u65b0\u7684\u4f4f\u623f\u653f\u7b56\u4e0e\u6700\u8fd1\u6237\u7c4d\u5236\u5ea6\u6539\u9769\u7684\u5173\u7cfb\u7b49\u95ee\u9898\u3002Joe Finnerty\u8868\u793a\u653f\u7b56\u5e72\u9884\u53ef\u4ee5\u5728\u4f4f\u623f\u5f00\u53d1\u8fc7\u7a0b\u7684\u4e0d\u540c\u9636\u6bb5\u8fdb\u884c\u3002\u9ece\u5a1f\u56de\u5e94\u9053\uff0c\u4e2d\u56fd\u57ce\u5e02\u623f\u6e90\u5145\u8db3\u4f46\u5b58\u5728\u4f9b\u8fc7\u4e8e\u6c42\u7684\u95ee\u9898\uff0c\u653f\u5e9c\u56e0\u6b64\u63a8\u51fa\u4e86\u516c\u79df\u623f\u5e76\u964d\u4f4e\u79df\u91d1\uff0c\u65e8\u5728\u89e3\u51b3\u65b0\u79fb\u6c11\u4f4f\u623f\u96be\u9898\u53ca\u571f\u5730\u8d22\u653f\u95ee\u9898\u3002\u540c\u65f6\uff0c\u968f\u7740\u57ce\u9547\u5316\u7387\u7684\u63d0\u5347\uff0c\u6237\u7c4d\u5236\u5ea6\u5bf9\u4eba\u53e3\u6d41\u52a8\u7684\u7ea6\u675f\u51cf\u5f31\uff0c\u519c\u6751\u4eba\u53e3\u4e5f\u80fd\u5728\u57ce\u5e02\u8d2d\u623f\u751f\u6d3b\u3002\u56fd\u5bb6\u5bcc\u88d5\u540e\uff0c\u80fd\u4e3a\u66f4\u591a\u4eba\u63d0\u4f9b\u793e\u4f1a\u4fdd\u969c\uff0c\u6237\u7c4d\u5236\u5ea6\u9010\u6e10\u5931\u53bb\u5176\u91cd\u8981\u6027\u3002<\/p>\n\n\n\n<p
