The seminar was chaired by Professor Peter Herrmann (a researcher of CSU Human Rights Center) and lectured by Stephen Brawer, chairman of the Belt and Road Institute in Sweden. Professor Mehmet Okyayuz from the Department of Political Science at Middle East Technical University in T\u00fcrkiye, Associate Professor Li Juan (a researcher of CSU Human Rights Center), Visiting Assistant Professor Theophilus Edwin Coleman from the State University of New York at Buffalo, and Tunahan Ali Usta (a doctoral student in political science at the Middle East Technical University in T\u00fcrkiye) participated in the discussion. They deeply explored the complexity of human rights issues in a multipolar world, with a particular focus on the policy trends of the Trump administration and its far-reaching impacts on the global human rights governance system. While politicians are wrangling over the Ukraine crisis in front of the cameras, this academic dialogue unexpectedly and vividly reflects real-world politics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stephen Brawer first pointed out that since the Trump administration took office, the pattern of international relations has been undergoing profound changes. After the end of the Cold War, the international power structure dominated by the United States and NATO has been gradually broken, and a new multipolar trend is emerging. The rise of Asia, especially the rapid development of China and India, is reshaping the global political and economic landscape. Human rights issues have become more complex in a multipolar world. Traditional Western theories emphasize individual freedom, while Asian countries such as China and India attach more importance to collective interests, economic development and social justice. For example, in their recent statements at the UN Human Rights Council, China and India emphasize the importance of poverty alleviation and common development, which forms a sharp contrast with traditional Western human rights concepts, especially American human rights claims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the discussion session, the participants conducted in-depth discussions. Peter Herrmann raised the following questions. First, although we pursue universal human rights, there are huge conceptual differences among different cultures and countries. How can we balance the contradiction between \u201cuniversality\u201d and \u201cdiversity\u201d in current international cooperation under globalization? Second, how to deal with the dual crisis of increasing economic inequality and the expansion of far-right forces within Western societies? Third, there are cognitive conflicts between the East and the West&#8211;China regards energy transformation and digitization as cooperation issues, while America and Europe strengthen technological geopolitical competition, leading the global industrial cooperation system into an adversarial state. So how to bridge this contradiction? Finally, how does the transformation from the \u201ccomparative advantage\u201d to the \u201ccooperative advantage\u201d paradigm promoted by emerging mechanisms such as BRICS and the Belt and Road Initiative affect the global communication and cooperation model? Can they provide a path to solve geopolitical competition?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stephen Brawer responded that global cooperation should go beyond geopolitical confrontation and shift to a new model that truly takes the common well-being of humankind as the core. He pointed out that the geopolitics long-dominated by the West has intensified global division. In contrast, BRICS countries and the Belt and Road Initiative emphasize sovereign equality, economic win-win results and human development, representing a new trend of international cooperation. He called for discarding the old ideological confrontation and exploring new paths of global cooperation from the perspective of the overall well-being of humankind. He specifically mentioned that Chinese traditional ideological culture represented by the I Ching and Confucianism echoes the thoughts of the German philosopher Leibniz. That is, the happiness pursued by humanity includes not only the satisfaction of material needs but also spiritual pursuits and the exploration of the meaning of life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mehmet Okyayuz questioned whether more attention should be paid to material-level inequality and injustice, and whether discussing human rights only from a philosophical perspective can solve the existing problems. Stephen Brawer responded that his views didn\u2019t neglect the material aspect but emphasized that the historical and philosophical perspectives are equally important. He advocated combining economic justice with the worldview and starting from the common foundation of humanity and civilization to realize the common future of human society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Li Juan continued to ask whether the Trump administration\u2019s actions of putting domestic interests above international cooperation, such as successively announcing its withdrawal from the WHO, the Paris Agreement and other international cooperation groups, mean that there has been a clear divergence in the philosophical thoughts on human rights protection within the West. How will these divergences affect the trend of international human rights discussions? Regarding the withdrawal actions of the Trump administration, Stephen Brawer expressed his concerns, proposing that these foreign policies may aggravate the rift between the East and the West. However, he also mentioned that the Trump administration\u2019s efforts to end the Ukraine war may bring hope for global peace. Stephen Brawer believed that if we borrow Leibniz\u2019s thoughts, we may be able to break the ideological gap between the East and the West and promote a comprehensive understanding of human rights issues in both Eastern and Western countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, Stephen Brawer called on the international community to abandon the Cold War mentality, strengthen communication and collaboration, and build a community with a shared future for mankind, with an open, inclusive, and cooperative attitude to jointly address global challenges and promote the progress of the global human rights cause. Peter Herrmann emphasized the importance of the transformation of international relations from \u201ccomparative advantage\u201d to \u201ccooperative advantage\u201d, and advocated replacing the zero-sum game mindset with international cooperation. Stephen Brawer fully agreed with this and wished all parties to jointly promote the realization of global development goals based on clear cooperation standards.<\/p>\n\n\n\n<p Usta\u7b49\u5b66\u8005\u53c2\u4e0e\u8ba8\u8bba\u3002\u4f1a\u8bae\u6df1\u5165\u63a2\u8ba8\u4e86\u591a\u6781\u5316\u4e16\u754c\u683c\u5c40\u4e0b\u4eba\u6743\u95ee\u9898\u7684\u590d\u6742\u6027\uff0c\u7279\u522b\u5173\u6ce8\u7279\u6717\u666e\u653f\u5e9c\u7684\u653f\u7b56\u8d70\u5411\u53ca\u5176\u5bf9\u5168\u7403\u4eba\u6743\u6cbb\u7406\u4f53\u7cfb\u7684\u6df1\u8fdc\u5f71\u54cd\u3002\u5f53\u653f\u5ba2\u4eec\u5728\u955c\u5934\u524d\u6495\u626f\u4e4c\u514b\u5170\u5371\u673a\u65f6\uff0c\u8fd9\u573a\u5b66\u672f\u5bf9\u8bdd\u610f\u5916\u5730\u6210\u4e3a\u4e86\u73b0\u5b9e\u653f\u6cbb\u7684\u751f\u52a8\u6ce8\u811a\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stephen Brawer\u9996\u5148\u6307\u51fa\uff0c\u7279\u6717\u666e\u653f\u5e9c\u4e0a\u53f0\u540e\uff0c\u56fd\u9645\u5173\u7cfb\u683c\u5c40\u6b63\u53d1\u751f\u6df1\u523b\u53d8\u5316\u3002\u51b7\u6218\u7ed3\u675f\u540e\uff0c\u7f8e\u56fd\u548c\u5317\u7ea6\u4e3b\u5bfc\u7684\u56fd\u9645\u6743\u529b\u7ed3\u6784\u9010\u6e10\u88ab\u6253\u7834\uff0c\u65b0\u7684\u591a\u6781\u5316\u8d8b\u52bf\u6b63\u5728\u5f62\u6210\u3002\u4e9a\u6d32\u7684\u5d1b\u8d77\uff0c\u5c24\u5176\u662f\u4e2d\u56fd\u548c\u5370\u5ea6\u7684\u5feb\u901f\u53d1\u5c55\uff0c\u6b63\u5728\u91cd\u5851\u5168\u7403\u653f\u6cbb\u7ecf\u6d4e\u683c\u5c40\u3002\u4eba\u6743\u95ee\u9898\u5728\u591a\u6781\u4e16\u754c\u4e2d\u53d8\u5f97\u66f4\u52a0\u590d\u6742\uff0c\u897f\u65b9\u4f20\u7edf\u7406\u8bba\u5f3a\u8c03\u4e2a\u4f53\u81ea\u7531\uff0c\u800c\u4e2d\u56fd\u548c\u5370\u5ea6\u7b49\u4e9a\u6d32\u56fd\u5bb6\u66f4\u6ce8\u91cd\u96c6\u4f53\u5229\u76ca\u3001\u7ecf\u6d4e\u53d1\u5c55\u548c\u793e\u4f1a\u516c\u5e73\u3002\u4f8b\u5982\uff0c\u4e2d\u56fd\u548c\u5370\u5ea6\u8fd1\u671f\u5728\u8054\u5408\u56fd\u4eba\u6743\u7406\u4e8b\u4f1a\u7684\u53d1\u8a00\u4e2d\u5f3a\u8c03\u6d88\u9664\u8d2b\u56f0\u548c\u5171\u540c\u53d1\u5c55\u7684\u91cd\u8981\u6027\uff0c\u8fd9\u4e0e\u897f\u65b9\u4f20\u7edf\u4eba\u6743\u89c2\u5ff5\uff0c\u5c24\u5176\u662f\u7f8e\u56fd\u7684\u4eba\u6743\u4e3b\u5f20\uff0c\u5f62\u6210\u4e86\u9c9c\u660e\u5bf9\u6bd4\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u5728\u8ba8\u8bba\u73af\u8282\uff0c\u4e0e\u4f1a\u4eba\u5458\u8fdb\u884c\u4e86\u6df1\u5165\u63a2\u8ba8\u3002Peter Herrmann\u63d0\u51fa\u4e86\u4ee5\u4e0b\u51e0\u4e2a\u95ee\u9898\u3002\u9996\u5148\uff0c\u5c3d\u7ba1\u6211\u4eec\u8ffd\u6c42\u666e\u904d\u4eba\u6743\uff0c\u4f46\u4e0d\u540c\u6587\u5316\u548c\u56fd\u5bb6\u95f4\u5b58\u5728\u5de8\u5927\u89c2\u5ff5\u5dee\u5f02\uff0c\u5982\u4f55\u5728\u5f53\u4e0b\u5168\u7403\u5316\u4e0b\u7684\u56fd\u9645\u5408\u4f5c\u4e2d\u5e73\u8861\u201c\u666e\u904d\u6027\u201d\u548c\u201c\u591a\u6837\u6027\u201d\u7684\u77db\u76fe\uff1f\u5176\u6b21\uff0c\u5982\u4f55\u5e94\u5bf9\u897f\u65b9\u793e\u4f1a\u5185\u90e8\u7ecf\u6d4e\u4e0d\u5e73\u7b49\u52a0\u5267\u4e0e\u6781\u53f3\u7ffc\u52bf\u529b\u6269\u5f20\u7684\u53cc\u91cd\u5371\u673a\uff1f\u518d\u8005\uff0c\u9488\u5bf9\u4e1c\u897f\u65b9\u8ba4\u77e5\u51b2\u7a81\u2014\u2014\u4e2d\u56fd\u5c06\u80fd\u6e90\u8f6c\u578b\u3001\u6570\u5b57\u5316\u7b49\u89c6\u4e3a\u5408\u4f5c\u8bae\u9898\uff0c\u800c\u7f8e\u6b27\u5f3a\u5316\u6280\u672f\u5730\u7f18\u7ade\u4e89\uff0c\u5bfc\u81f4\u5168\u7403\u5de5\u4e1a\u5408\u4f5c\u4f53\u7cfb\u9677\u5165\u5bf9\u6297\u903b\u8f91\uff0c\u5e94\u5982\u4f55\u5f25\u5408\u8fd9\u79cd\u77db\u76fe\uff1f\u6700\u540e\uff0c\u201c\u91d1\u7816\u56fd\u5bb6\u201d\u548c\u201c\u4e00\u5e26\u4e00\u8def\u201d\u7b49\u65b0\u5174\u673a\u5236\u63a8\u52a8\u7684\u201c\u6bd4\u8f83\u4f18\u52bf\u201d\u5411\u201c\u5408\u4f5c\u4f18\u52bf\u201d\u8303\u5f0f\u8f6c\u578b\u5982\u4f55\u5f71\u54cd\u5168\u7403\u6c9f\u901a\u4e0e\u5408\u4f5c\u6a21\u5f0f\uff0c\u80fd\u5426\u4e3a\u89e3\u51b3\u8fd9\u7c7b\u5730\u7f18\u7ade\u4e89\u63d0\u4f9b\u8def\u5f84\uff1f<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stephen Brawer\u56de\u5e94\uff0c\u5168\u7403\u5408\u4f5c\u5e94\u8d85\u8d8a\u5730\u7f18\u653f\u6cbb\u5bf9\u6297\uff0c\u8f6c\u5411\u771f\u6b63\u4ee5\u4eba\u7c7b\u5171\u540c\u798f\u7949\u4e3a\u6838\u5fc3\u7684\u65b0\u6a21\u5f0f\u3002\u4ed6\u6307\u51fa\uff0c\u897f\u65b9\u957f\u671f\u4e3b\u5bfc\u7684\u5730\u7f18\u653f\u6cbb\u52a0\u5267\u5168\u7403\u5206\u88c2\u3002\u76f8\u6bd4\u4e4b\u4e0b\uff0c\u201c\u91d1\u7816\u56fd\u5bb6\u201d\u548c\u201c\u4e00\u5e26\u4e00\u8def\u201d\u5021\u8bae\u5f3a\u8c03\u4e3b\u6743\u5e73\u7b49\u3001\u7ecf\u6d4e\u5171\u8d62\u4e0e\u4eba\u7c7b\u53d1\u5c55\uff0c\u4ee3\u8868\u7740\u65b0\u7684\u56fd\u9645\u5408\u4f5c\u8d8b\u52bf\u3002\u4ed6\u547c\u5401\u629b\u5f03\u65e7\u6709\u610f\u8bc6\u5f62\u6001\u5bf9\u7acb\uff0c\u4ece\u4eba\u7c7b\u6574\u4f53\u798f\u7949\u7684\u89c6\u89d2\uff0c\u63a2\u7d22\u5168\u7403\u5408\u4f5c\u65b0\u8def\u5f84\u3002\u4ed6\u7279\u522b\u63d0\u5230\uff0c\u4ee5\u300a\u6613\u7ecf\u300b\u4e0e\u5112\u5bb6\u601d\u60f3\u6240\u4ee3\u8868\u7684\u4e2d\u56fd\u4f20\u7edf\u601d\u60f3\u6587\u5316\uff0c\u4e0e\u5fb7\u56fd\u54f2\u5b66\u5bb6\u83b1\u5e03\u5c3c\u8328\u7684\u601d\u60f3\u5f62\u6210\u547c\u5e94\u3002\u5373\u4eba\u7c7b\u8ffd\u6c42\u7684\u5e78\u798f\u4e0d\u4ec5\u662f\u7269\u8d28\u9700\u6c42\u7684\u6ee1\u8db3\uff0c\u66f4\u5305\u62ec\u7cbe\u795e\u8ffd\u6c42\u548c\u5bf9\u4eba\u751f\u610f\u4e49\u7684\u63a2\u7d22\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mehmet Okyayuz\u8d28\u7591\u662f\u5426\u5e94\u66f4\u591a\u5173\u6ce8\u7269\u8d28\u5c42\u9762\u7684\u4e0d\u5e73\u7b49\u4e0e\u4e0d\u516c\uff0c\u4ee5\u53ca\u4ec5\u4ece\u54f2\u5b66\u89c6\u89d2\u63a2\u8ba8\u4eba\u6743\u662f\u5426\u80fd\u591f\u89e3\u51b3\u73b0\u6709\u95ee\u9898\u3002Stephen class=\"wp-block-paragraph\">\u9ece\u5a1f\u7ee7\u7eed\u8ffd\u95ee\uff0c\u7279\u6717\u666e\u653f\u5e9c\u81ea\u6267\u653f\u540e\u5c06\u56fd\u5185\u5229\u76ca\u51cc\u9a7e\u4e8e\u56fd\u9645\u5408\u4f5c\u4e4b\u4e0a\uff0c\u9646\u7eed\u5ba3\u5e03\u9000\u51fa\u4e16\u754c\u536b\u751f\u7ec4\u7ec7\u3001\u300a\u5df4\u9ece\u534f\u5b9a\u300b\u7b49\u201c\u56fd\u9645\u5408\u4f5c\u7fa4\u201d\uff0c\u8fd9\u4e9b\u884c\u4e3a\u662f\u5426\u610f\u5473\u7740\u897f\u65b9\u5185\u90e8\u5bf9\u4eba\u6743\u4fdd\u969c\u7684\u54f2\u5b66\u601d\u60f3\u5df2\u7ecf\u51fa\u73b0\u4e86\u660e\u663e\u7684\u5206\u6b67\uff1f\u8fd9\u4e9b\u5206\u6b67\u5c06\u5982\u4f55\u5f71\u54cd\u56fd\u9645\u4eba\u6743\u8ba8\u8bba\u7684\u8d70\u5411\uff1f\u5bf9\u4e8e\u7279\u6717\u666e\u653f\u5e9c\u9000\u51fa\u5df4\u9ece\u6c14\u5019\u534f\u5b9a\u548c\u4e16\u754c\u8d38\u6613\u7ec4\u7ec7\u7b49\u201c\u9000\u7fa4\u201d\u884c\u4e3a\uff0cStephen Brawer\u8868\u793a\u62c5\u5fe7\uff0c\u8ba4\u4e3a\u8fd9\u4e9b\u5916\u4ea4\u653f\u7b56\u53ef\u80fd\u52a0\u5267\u4e1c\u897f\u65b9\u88c2\u75d5\u3002\u7136\u800c\uff0c\u4ed6\u4e5f\u63d0\u5230\uff0c\u7279\u6717\u666e\u653f\u5e9c\u8bd5\u56fe\u7ed3\u675f\u4e4c\u514b\u5170\u6218\u4e89\u7684\u52aa\u529b\u53ef\u80fd\u4e3a\u5168\u7403\u548c\u5e73\u5e26\u6765\u5e0c\u671b\u3002Stephen Brawer\u8ba4\u4e3a\uff0c\u5982\u679c\u501f\u7528\u83b1\u5e03\u5c3c\u8328\u7684\u601d\u60f3\uff0c\u6216\u8bb8\u53ef\u4ee5\u6253\u7834\u4e1c\u897f\u65b9\u4e4b\u95f4\u7684\u610f\u8bc6\u5f62\u6001\u9694\u9602\uff0c\u63a8\u52a8\u4e1c\u897f\u65b9\u56fd\u5bb6\u5bf9\u4eba\u6743\u95ee\u9898\u7684\u5168\u9762\u7406\u89e3\u3002\u6700\u540e\uff0cStephen Brawer\u547c\u5401\uff0c\u56fd\u9645\u793e\u4f1a\u5e94\u6452\u5f03\u51b7\u6218\u601d\u7ef4\uff0c\u52a0\u5f3a\u6c9f\u901a\u4e0e\u534f\u4f5c\uff0c\u4ee5\u5f00\u653e\u3001\u5305\u5bb9\u3001\u5408\u4f5c\u7684\u6001\u5ea6\u6784\u5efa\u4eba\u7c7b\u547d\u8fd0\u5171\u540c\u4f53\uff0c\u5171\u540c\u5e94\u5bf9\u5168\u7403\u6027\u6311\u6218\uff0c\u63a8\u52a8\u5168\u7403\u4eba\u6743\u4e8b\u4e1a\u7684\u8fdb\u6b65\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u6700\u540e\uff0cPeter Herrmann\u7740\u91cd\u5f3a\u8c03\u4e86\u56fd\u9645\u5173\u7cfb\u4ece\u201c\u6bd4\u8f83\u4f18\u52bf\u201d\u5411\u201c\u5408\u4f5c\u4f18\u52bf\u201d\u8f6c\u53d8\u7684\u91cd\u8981\u6027\uff0c\u4e3b\u5f20\u7528\u56fd\u9645\u5408\u4f5c\u6765\u53d6\u4ee3\u96f6\u548c\u535a\u5f08\u7684\u601d\u7ef4\u6a21\u5f0f\u3002Stephen Brawer\u5bf9\u6b64\u6df1\u8868\u8ba4\u540c\uff0c\u5e76\u547c\u5401\u5404\u65b9\u5728\u660e\u786e\u5408\u4f5c\u6807\u51c6\u7684\u57fa\u7840\u4e0a\uff0c\u5171\u540c\u63a8\u52a8\u5b9e\u73b0\u5168\u7403\u53d1\u5c55\u76ee\u6807\u3002<\/p>\n\n\n\n<p
