The seminar was lectured by Tunahan Ali Usta (a PhD candidate in Political Science at the Middle East Technical University, Turkey), and chaired by Joe Finnerty (a Policy Analyst at the School of Applied Social Studies, University College Cork, Ireland). Professor Peter Herrmann (a researcher of CSU Human Rights Center), Professor Mehmet Okyayuz of Political Science at the Middle East Technical University, Associate Professor Li Juan (a researcher of CSU Human Rights Center), and Dr. Ali Al-Assam (Fellow of the Royal Society of Arts and Industry, Member of Friends of Socialist China) participated in this seminar and engaged in the discussion. The seminar focused on climate change and human rights challenges, analyzed the significant impacts of climate change on the environment, migration, and human rights, and called for advancing climate justice through strengthening international cooperation and improving laws.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tunahan Ali Usta systematically analyzed the multiple impacts of climate change on oceans, weather, ecosystems, and human life based on the interconnection between the global ecology and human society. He emphasized the inequality in the distribution of climate responsibilities among countries and that climate change poses a serious threat to human rights. He pointed out that the challenges brought by climate change go far beyond environmental degradation itself, but are intertwined in multiple significant issues such as ecological imbalance, resource scarcity, public health, international migration, and the game of responsibilities between countries. Predictions indicate that 1 billion people will lose their homes due to climate change by 2050, but no extensive and effective response measures have been taken so far. At the same time, the 1951 Convention Relating to the Status of Refugees doesn\u2019t include climate refugees, leaving a legal gap. He stressed that climate change has a direct negative impact on the realization of human rights such as the right to a decent life, the right to health, the rights to food and water, and the right to self-determination. In the face of the multiple challenges brought by climate change, the current state-centered legal system and human rights protection mechanisms are inadequate. Tunahan Ali Usta proposed that climate change must be regarded as a human rights issue, international cooperation should be strengthened, and stricter policies should be formulated. He also explored addressing various challenges by revising international laws to include climate refugees and promoting industrialized countries to assume more responsibilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the discussion session, scholars conducted in-depth exchanges around several core issues. Professor Mehmet Okyayuz mentioned the flaws in the current refugee standards, and noted that European countries such as Germany have instead tightened the access conditions for refugee asylum. In response, Tunahan Ali Usta stated that although the United Nations and international non-governmental organizations have made certain progress in defining refugees, the legalization of climate refugees still has a long way to go due to obstruction from developed countries. Professor Peter Herrmann discussed the cross-synergy between climate policies and migration policies, arguing that developed countries\u2019 refusal to assume historical emission responsibilities is a key obstacle. Joe Finnerty presented the need to analyze climate issues from three dimensions: root causes, consequences, and policies. Joe insisted that transnational corporations and fossil fuel enterprises should be the focus of policy intervention. Regarding the issue that artificial intelligence (AI) has led some countries to abandon their climate commitments, Tunahan Ali Usta expressed skepticism about the effectiveness of AI in solving climate problems. Instead, he believed that AI imposes a huge burden on energy consumption. Associate Professor Li Juan focused on the background of China-Africa green economic cooperation and asked about the responsibility boundaries and climate action space of African countries under the principle of \u201ccommon but differentiated responsibilities\u201d. Tunahan Ali Usta responded that besides protecting the natural environment and their own citizens, African countries should assume responsibilities commensurate with their own capabilities, while industrialized countries are required to take on greater responsibilities. In addition, based on Engels\u2019 economic perspective of \u201cthe production and reproduction of daily life\u201d, scholars also discussed specific measures such as optimizing public transportation and increasing green spaces. They generally believed that the improvement of global environmental awareness, close cooperation between non-state organizations, and global technological progress provide broad and optimistic prospects for addressing climate challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u6c14\u5019\u53d8\u5316\u65f6\u4ee3\u7684\u4eba\u6743\u6311\u6218<\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2025\u5e7410\u670831\u65e5\uff0cHRUG\u5b9a\u671f\u7814\u8ba8\u4f1a\u4e4b\u201c\u6c14\u5019\u53d8\u5316\u65f6\u4ee3\u7684\u4eba\u6743\u6311\u6218\u201d\u4e3b\u9898\u4f1a\u8bae\u987a\u5229\u53ec\u5f00\u3002\u672c\u6b21\u4f1a\u8bae\u7531\u571f\u8033\u5176\u4e2d\u4e1c\u79d1\u6280\u5927\u5b66\u653f\u6cbb\u5b66\u535a\u58eb\u751fTunahan Ali Usta\u4e3b\u8bb2\uff0c\u7231\u5c14\u5170\u56fd\u7acb\u79d1\u514b\u5927\u5b66\u5e94\u7528\u793e\u4f1a\u7814\u7a76\u5b66\u9662\u653f\u7b56\u5206\u6790\u5bb6Joe Finnerty\u4e3b\u6301\u3002\u4e2d\u5357\u5927\u5b66\u4eba\u6743\u7814\u7a76\u4e2d\u5fc3\u7814\u7a76\u5458Peter Herrmann\u6559\u6388\u3001\u571f\u8033\u5176\u4e2d\u4e1c\u79d1\u6280\u5927\u5b66\u653f\u6cbb\u5b66Mehmet Okyayuz\u6559\u6388\u3001\u4e2d\u5357\u5927\u5b66\u4eba\u6743\u7814\u7a76\u4e2d\u5fc3\u9ece\u5a1f\u526f\u6559\u6388\u3001\u82f1\u56fd\u975e\u653f\u5e9c\u7ec4\u7ec7\u201c\u793e\u4f1a\u4e3b\u4e49\u4e2d\u56fd\u4e4b\u53cb\u201d\u3001\u4f0a\u62c9\u514b\u975e\u653f\u5e9c\u7ec4\u7ec7\u7a46\u65af\u5854\u96f7\u514b\u4e4b\u53cbAli Al-Assam\u535a\u58eb\u7b49\u53c2\u4e0e\u672c\u6b21\u7814\u8ba8\u4f1a\u5e76\u8fdb\u884c\u8ba8\u8bba\u3002\u4f1a\u8bae\u805a\u7126\u6c14\u5019\u53d8\u5316\u4e0e\u4eba\u6743\u6311\u6218\uff0c\u5206\u6790\u6c14\u5019\u53d8\u5316\u5bf9\u73af\u5883\u3001\u79fb\u6c11\u53ca\u4eba\u6743\u7684\u91cd\u5927\u5f71\u54cd\uff0c\u547c\u5401\u901a\u8fc7\u52a0\u5f3a\u56fd\u9645\u5408\u4f5c\u3001\u5b8c\u5584\u6cd5\u5f8b\u63a8\u8fdb\u6c14\u5019\u6b63\u4e49\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tunahan Ali Usta\u4ece\u5168\u7403\u751f\u6001\u4e0e\u4eba\u7c7b\u793e\u4f1a\u4e92\u8054\u7684\u89c6\u89d2\u51fa\u53d1\uff0c\u7cfb\u7edf\u5730\u5206\u6790\u4e86\u6c14\u5019\u53d8\u5316\u5bf9\u6d77\u6d0b\u3001\u5929\u6c14\u3001\u751f\u6001\u7cfb\u7edf\u548c\u4eba\u7c7b\u751f\u6d3b\u7684\u591a\u91cd\u5f71\u54cd\u3002\u4ed6\u5f3a\u8c03\u5404\u56fd\u5728\u6c14\u5019\u8d23\u4efb\u5206\u914d\u4e0a\u5b58\u5728\u7740\u4e0d\u5e73\u7b49\uff0c\u6c14\u5019\u53d8\u5316\u5bf9\u4eba\u6743\u6784\u6210\u4e25\u91cd\u5a01\u80c1\u3002\u4ed6\u6307\u51fa\uff0c\u6c14\u5019\u53d8\u5316\u5e26\u6765\u7684\u6311\u6218\u8fdc\u4e0d\u6b62\u73af\u5883\u6076\u5316\u672c\u8eab\uff0c\u800c\u662f\u4ea4\u7ec7\u5728\u751f\u6001\u5931\u8861\u3001\u8d44\u6e90\u77ed\u7f3a\u3001\u516c\u5171\u5065\u5eb7\u3001\u56fd\u9645\u79fb\u6c11\u53ca\u56fd\u5bb6\u95f4\u8d23\u4efb\u535a\u5f08\u7b49\u591a\u91cd\u7ef4\u5ea6\u4e4b\u4e2d\u3002\u6709\u9884\u6d4b\u663e\u793a\uff0c\u52302050\u5e74\u5c06\u670910\u4ebf\u4eba\u56e0\u6c14\u5019\u53d8\u5316\u5931\u53bb\u5bb6\u56ed\uff0c\u4f46\u76ee\u524d\u5c1a\u672a\u91c7\u53d6\u5e7f\u6cdb\u4e14\u5207\u5b9e\u6709\u6548\u7684\u5e94\u5bf9\u63aa\u65bd\u3002\u540c\u65f6\uff0c1951\u5e74\u300a\u5173\u4e8e\u96be\u6c11\u5730\u4f4d\u7684\u516c\u7ea6\u300b\u672a\u5c06\u6c14\u5019\u96be\u6c11\u7eb3\u5165\u5176\u4e2d\uff0c\u5b58\u5728\u6cd5\u5f8b\u7a7a\u767d\u3002\u4ed6\u5f3a\u8c03\uff0c\u6c14\u5019\u53d8\u5316\u5bf9\u5b9e\u73b0\u4f53\u9762\u751f\u6d3b\u6743\u3001\u5065\u5eb7\u6743\u3001\u98df\u7269\u4e0e\u6c34\u6743\u4ee5\u53ca\u81ea\u51b3\u6743\u7b49\u4eba\u6743\u9020\u6210\u76f4\u63a5\u7684\u8d1f\u9762\u5f71\u54cd\u3002\u9488\u5bf9\u6c14\u5019\u5e26\u6765\u7684\u591a\u91cd\u6311\u6218\uff0c\u73b0\u884c\u4ee5\u56fd\u5bb6\u4e3a\u4e2d\u5fc3\u7684\u6cd5\u5f8b\u4f53\u7cfb\u548c\u4eba\u6743\u4fdd\u969c\u673a\u5236\u663e\u5f97\u529b\u4e0d\u4ece\u5fc3\u3002Tunahan Ali Usta\u63d0\u51fa\u5fc5\u987b\u5c06\u6c14\u5019\u53d8\u5316\u89c6\u4e3a\u4eba\u6743\u8bae\u9898\uff0c\u52a0\u5f3a\u56fd\u9645\u5408\u4f5c\u5e76\u5236\u5b9a\u66f4\u4e25\u683c\u653f\u7b56\uff0c\u63a2\u8ba8\u901a\u8fc7\u4fee\u8ba2\u56fd\u9645\u6cd5\u5f8b\u4ee5\u7eb3\u5165\u6c14\u5019\u96be\u6c11\u3001\u63a8\u52a8\u5de5\u4e1a\u56fd\u627f\u62c5\u66f4\u591a\u8d23\u4efb\u7b49\u65b9\u5f0f\u5e94\u5bf9\u5404\u9879\u6311\u6218\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u4f1a\u8bae\u8ba8\u8bba\u73af\u8282\u4e2d\uff0c\u5b66\u8005\u4eec\u56f4\u7ed5\u591a\u4e2a\u6838\u5fc3\u8bae\u9898\u5c55\u5f00\u6df1\u5165\u4ea4\u6d41\u3002Mehmet Okyayuz \u6559\u6388\u63d0\u53ca\u73b0\u884c\u96be\u6c11\u6807\u51c6\u5b58\u5728\u7f3a\u9677\uff0c\u5fb7\u56fd\u7b49\u6b27\u6d32\u56fd\u5bb6\u53cd\u800c\u6536\u7d27\u96be\u6c11\u5e87\u62a4\u51c6\u5165\u6761\u4ef6\u3002Tunahan Ali Usta\u56de\u5e94\u79f0\u8054\u5408\u56fd\u53ca\u56fd\u9645\u975e\u653f\u5e9c\u7ec4\u7ec7\u867d\u5728\u96be\u6c11\u5b9a\u4e49\u65b9\u9762\u53d6\u5f97\u4e00\u5b9a\u8fdb\u5c55\uff0c\u4f46\u53d7\u53d1\u8fbe\u56fd\u5bb6\u963b\u6320\uff0c\u6c14\u5019\u96be\u6c11\u5408\u6cd5\u5316\u4ecd\u4efb\u91cd\u9053\u8fdc\u3002Peter Herrmann\u6559\u6388\u63a2\u8ba8\u4e86\u6c14\u5019\u653f\u7b56\u4e0e\u79fb\u6c11\u653f\u7b56\u7684\u4ea4\u53c9\u534f\u540c\u95ee\u9898\uff0c\u6307\u51fa\u53d1\u8fbe\u56fd\u5bb6\u62d2\u7edd\u627f\u62c5\u5386\u53f2\u6392\u653e\u8d23\u4efb\u662f\u5173\u952e\u969c\u788d\u3002Joe Finnerty\u5f3a\u8c03\u9700\u4ece\u6839\u6e90\u3001\u540e\u679c\u3001\u653f\u7b56\u4e09\u4e2a\u7ef4\u5ea6\u5206\u6790\u6c14\u5019\u95ee\u9898\uff0c\u8de8\u56fd\u516c\u53f8\u3001\u5316\u77f3\u71c3\u6599\u4f01\u4e1a\u5e94\u6210\u4e3a\u653f\u7b56\u5e72\u9884\u91cd\u70b9\u3002\u9488\u5bf9\u6709\u5b66\u8005\u63d0\u5230\u7684\u4eba\u5de5\u667a\u80fd\u5f71\u54cd\u90e8\u5206\u56fd\u5bb6\u6495\u6bc1\u6c14\u5019\u627f\u8bfa\u7684\u95ee\u9898\uff0cTunahan Ali Usta\u8868\u793a\u4ed6\u5bf9\u4eba\u5de5\u667a\u80fd\u89e3\u51b3\u6c14\u5019\u95ee\u9898\u7684\u6548\u679c\u6301\u6000\u7591\u6001\u5ea6\uff0c\u5e76\u6307\u51fa\u4eba\u5de5\u667a\u80fd\u5bf9\u80fd\u6e90\u6d88\u8017\u9020\u6210\u5de8\u5927\u8d1f\u62c5\u3002\u9ece\u5a1f\u526f\u6559\u6388\u805a\u7126\u4e2d\u975e\u7eff\u8272\u7ecf\u6d4e\u5408\u4f5c\u7684\u80cc\u666f\uff0c\u8be2\u95ee\u975e\u6d32\u56fd\u5bb6\u5728\u201c\u5171\u540c\u4f46\u6709\u533a\u522b\u7684\u8d23\u4efb\u201d\u539f\u5219\u4e0b\u7684\u8d23\u4efb\u8fb9\u754c\u4e0e\u6c14\u5019\u884c\u52a8\u7a7a\u95f4\u3002Tunahan Ali
