Competing AI Futures: The United States and China\u2019s Strategic Visions – Video Link<\/a><\/p>\n\n\n\n

On November 28, 2025, the HRUG regular seminar on \u201cCompeting AI Futures: The United States and China\u2019s Strategic Visions\u201d was successfully held. The seminar was lectured by Dr. Ali Al-Assam (Founder of the Al-Mushtarak Platform, Member of Friends of Socialist China), and chaired by Professor Joe Finnerty from University College Cork, Ireland. Professor Peter Herrmann and Associate Professor Li Juan (two researchers of CSU Human Rights Center), and Dr. Yue Zhao (Scientific Director of the Surgical Research Laboratory at the University of Cologne Medical School, Germany) participated in the seminar and joined the discussions. Focusing on the AI strategic plans of China and the United States, the seminar conducted an in-depth exploration of the far-reaching impacts of AI on the global landscape, and then called for promoting AI international cooperation to benefit all humanity.<\/p>\n\n\n\n

Dr. Ali Al-Assam pointed out that AI is not only a technological revolution, but also a \u201cmeta-revolution\u201d that can give rise to other revolutions and determine the leader of the next industrial revolution. He systematically compared the fundamental differences between China-U.S. AI strategies. America\u2019s AI Action Plan, released by the U.S in July 2025, explicitly identifies \u201cachieving and maintaining global technological dominance\u201d as its national security priority, with a focus on military affairs, security and global power projection. In contrast, China\u2019s Opinions on Further Implementing the AI+ Initiative, issued by the State Council in August 2025, takes \u201creshaping the paradigm of human production and life\u201d as its core tenet, with a focus on economic and social development and common prosperity. In terms of investment models, the U.S. strategy is driven by market mechanisms and private capital with the domination of the Magnificent Seven; China closely integrates investment with national development goals, emphasizing the unity of technological progress and social prosperity. Dr. Ali Al-Assam further noted that the U.S. plan faces risks such as huge energy demand, inadequate infrastructure, and excessive reliance on the private sector, where China has already taken a leading position. He emphasized that the Global AI Initiative launched by China adheres to the vision of a Community with a Shared Future for Mankind. It promotes technology transfer to the Global South through open-source technologies to ensure that the AI fruits can be shared by all countries.<\/p>\n\n\n\n

During the discussion session, Professor Peter Herrmann raised questions about scientists\u2019 control over technological achievements. Dr. Ali Al-Assam responded that the control of AI lies with society rather than individual scientists and that open-source technologies can help AI become a development tool for the Global South. At the same time, he emphasized the importance of social regulation on AI. Professor Joe Finnerty expressed concerns about the impact of AI on employment. Dr. Ali Al-Assam advocated for a human-machine collaboration model, arguing that AI should serve as an assistant to drive social progress. Dr. Yue Zhao asked whether there is room for cooperation between China and the U.S. in AI governance. Dr. Ali Al-Assam stated that cooperation should be the norm, and efforts should be made to promote AI for the benefit of all humanity. Associate Professor Li Juan posed a question regarding the conflict between vertical control and horizontal technologies. She explored whether traditional state power is sufficient to regulate AI\u2019s development, and whether algorithmic power and other new forms of power exist. Dr. Ali Al-Assam replied that China has consciously taken measures to restrict the power of large tech companies as early as its 2017 plan. In his view, based on China\u2019s unique national conditions, historical destiny and cultural traditions, it is unlikely to see what happens in the U.S. where a handful of tech giants hold sway over national power and policies, but such conflicts will continue to exist.<\/p>\n\n\n\n
