Recalibrating Rights: Addressing Europe\u2019s Review of \u2018Others\u2019 – Video Link<\/a><\/p>\n\n\n\n

On January 30, 2026, the HRUG regular seminar on \u201cRecalibrating Rights: Addressing Europe\u2019s Review of \u2018Others\u2019\u201d was successfully held. The seminar was lectured by Professor Gerard McCann, a full-time lecturer in International Studies at St. Mary\u2019s University College, affiliated to Queen\u2019s University Belfast, and chaired by Joe Finnerty, a social policy analyst, School of Applied Social Studies, University College Cork, Republic of Ireland. Professor Peter Herrmann (a researcher of CSU Human Rights Center), Professor Mehmet Okyayuz (a professor from the Department of Political Science at Middle East Technical University in T\u00fcrkiye), Associate Professor Li Juan (a researcher of CSU Human Rights Center) participated in the discussion, and they shared, reported and supplemented some corresponding views. This seminar focused on shifts in Europe\u2019s rights framework, examining the continent\u2019s cultural turn from openness to exclusion, thereby calling for critical reflection on power challenges in the European context and exploring pathways for renewal.<\/p>\n\n\n\n

Gerard McCann emphasised that over the past 15 years, Europe\u2019s rights architecture has continued to contract. European countries and institutions have deviated from rights-oriented policies, and the values of the right to free movement and citizenship have been questioned. From a historical perspective, the European culture, once renowned for its openness, humanitarianism and empathy for the \u201cothers\u201d, is now being replaced by populism, xenophobia and misinformation, and the vision of \u201cunity in diversity\u201d is fading. McCann cited the theories of several scholars and pointed out that this shift stems from gaining political capital by creating opposition between \u201cus\u201d and \u201cthem\u201d and stigmatizing vulnerable groups such as immigrants, a dynamic amplified by social media and normalizing the victimization of marginalized groups. For this reason, he called for confronting the issue of othering and reconstructing a sovereign European community with rights at its core.<\/p>\n\n\n\n

McCann further stated that the construction of the \u201cother\u201d essentially arises from the inherent fears and fragility of the existing order, where the system sacrifices specific groups to consolidate its power. Citing Ruth Wodak\u2019s views in The Politics of Fear<\/em>, he pointed out that the power hierarchy that creates group divisions and shapes the \u201cother\u201d assumes a triangular structure, and cyberspace has emerged as a new battleground for othering. Malicious smears on social media are covert and destructive. Regarding Europe\u2019s current trend of othering, McCann argued that this departs from the pluralist ideals on which the European Community was founded, with the rise of a \u201cFortress Europe\u201d and the Copenhagen Declaration<\/em> serving as a typical example. At present, Europe is trapped in a moral dilemma, torn between defining its post-war developmental positioning and being mired in drastic value changes, a situation further exacerbated by social media. Citing relevant viewpoints, he stressed that only by facing the practical problems of othering can Europe break the predicament and reshape the perception of an ideal society.<\/p>\n\n\n\n

In conclusion, Gerard McCann summarized that the post-war consensus on human rights protection in Europe has shifted significantly. Some countries have reneged on their commitments to relevant human rights conventions, resulting in a cultural rupture in the philosophy of rights-oriented policies, and othering has become the mainstream. He reiterated the need to prioritize a culture of rights, adhere to a rights-oriented approach in policy and legislation, and curb the trend of othering. Other participants also engaged in a lively discussion, voicing their opinions and exchanging insights on core issues such as the pathways for reconstructing Europe\u2019s rights system and the solutions to tackle othering.<\/p>\n\n\n\n

2026\u5e741\u670830\u65e5\uff0cHRUG\u5b9a\u671f\u7814\u8ba8\u4f1a\u4e4b\u201c\u91cd\u65b0\u6821\u51c6\u6743\u5229\uff1a\u5ba1\u89c6\u6b27\u6d32\u5bf9\u2018\u4ed6\u8005\u2019\u7684\u8ba4\u77e5\u201d\u4e3b\u9898\u4f1a\u8bae\u987a\u5229\u53ec\u5f00\u3002\u672c\u6b21\u4f1a\u8bae\u7531\u8d1d\u5c14\u6cd5\u65af\u7279\u5973\u738b\u5927\u5b66\u4e0b\u5c5e\u7684\u5723\u739b\u4e3d\u5927\u5b66\u56fd\u9645\u7814\u7a76\u5b66\u4e13\u804c\u8bb2\u5e08Gerard McCann\u6559\u6388\u4e3b\u8bb2\uff0c\u7231\u5c14\u5170\u56fd\u7acb\u79d1\u514b\u5927\u5b66\u5e94\u7528\u793e\u4f1a\u7814\u7a76\u5b66\u9662\u653f\u7b56\u5206\u6790\u5bb6Joe Finnerty\u4e3b\u6301\uff0c\u4e2d\u5357\u5927\u5b66\u4eba\u6743\u7814\u7a76\u4e2d\u5fc3\u7814\u7a76\u5458Peter Herrmann\u6559\u6388\u3001\u571f\u8033\u5176\u4e2d\u4e1c\u79d1\u6280\u5927\u5b66\u653f\u6cbb\u5b66Mehmet Okyayuz\u6559\u6388\u3001\u4e2d\u5357\u5927\u5b66\u4eba\u6743\u7814\u7a76\u4e2d\u5fc3\u7814\u7a76\u5458\u9ece\u5a1f\u526f\u6559\u6388\u7b49\u5b66\u8005\u4e00\u540c\u53c2\u4e0e\u4e86\u8ba8\u8bba\u3002\u4f1a\u8bae\u9488\u5bf9\u6b27\u6d32\u6743\u5229\u67b6\u6784\u7684\u53d8\u8fc1\uff0c\u63a2\u8ba8\u4e86\u4ece\u5f00\u653e\u5230\u6392\u65a5\u7684\u6b27\u6d32\u6587\u5316\u8f6c\u5411\uff0c\u7531\u6b64\u5f15\u5bfc\u547c\u5401\u5bf9\u6b27\u6d32\u8bed\u5883\u4e0b\u7684\u6743\u529b\u6311\u6218\u8fdb\u884c\u6279\u5224\u6027\u53cd\u601d\u5e76\u63a2\u7d22\u65b0\u751f\u4e4b\u8def\u3002<\/p>\n\n\n\n
